SMILE Office Building / Sanel Block Project
SMILE Building & Mennino Place Apartments
The SMILE Building project involved the redevelopment of the former Sanel Block, a 0.75 acre property located at 49 South Main Street in downtown Concord. The site is located adjacent to the Capitol Center for the Arts -- New Hampshire’s largest performing arts venue.

The property was acquired and redeveloped by local developer Steve Duprey. Specifically, Mr. Duprey completed environmental cleanup, demolished all buildings at the site, and developed the SMILE office building. Completed in 2011, the project features a five-story, 91,500 square foot mixed-use office building, as well as 50,000 square foot apartment building developed by CATCH Neighborhood Housing. Total development costs were approximately $26 million. The developer’s financing package included New Market Tax Credits.

Tenants at the development include the League of NH Craftsman, the Greater Concord Chamber of Commerce, and Concord Hospital.

To support redevelopment efforts, the City and Mr. Duprey entered into a public-private partnership whereby the City: 

  • Rezoned the property to allow the project to proceed;
  • Granted a 20-year lease for 150 parking spaces in Capital Commons Parking Garage;
  • Approved a RSA 79-E “Community Revitalization Tax Relief Incentive” tax abatement for five years on the new mixed-use office building valued at approximately $1.3 million;
  • Secured a $450,000 Community Development Block Grant to support development of the new apartment building; and,
  • Expanded the City’s Downtown Solid Waste District to include the project.
